Chairman and Board Members Appointed to Delaware Governor Ruth Ann Minner has appointed Nathan Hayward III, Delaware’s Secretary of Transportation, to serve as the new Chairman of the Diamond State Port Corporation Board of Directors. This summer the Delaware State Senate also approved Governor Minner’s other appointees to the Board of Directors of the Diamond State Port Corporation, including Secretary of State Harriet Windsor, Secretary of Finance David W. Singleton, Director of the Delaware Economic Development Office John D. Wik, Delaware State Controller Russell T. Larson, and the Executive Director of the AFL-CIO in Delaware, Michael A. Begatto. Established as a state corporation in 1995, the Diamond State Port Corporation owns and operates the Port of Wilmington. The State of Delaware purchased the Port from the City of Wilmington in 1995. |

As Chairman of the DSPC Board of Directors, Secretary Hayward will bring more than 30 years’ experience in private and public sector strategic planning, finance, budgeting, and management. Prior to his appointment as Secretary of Transportation, Mr. Hayward was an associate with W.L. Gore Associates, Inc., in their Corporate Finance group. He has additional private sector experience with senior management and financial positions in commercial banking, real estate, and international development. Secretary Hayward also has extensive experience in the public sector, as the Director of the Office of Management, Budget and Planning and later as the state’s first Director of the Delaware Economic Development Office during the administration of Governor Pete duPont (1977 - 1984). |

Secretary Hayward holds a B. A. from Harvard College, Cambridge Massachusetts and a M.B.A. with honors from Stanford Graduate School of Business. He is married with two sons. Dr.
Harriet Smith Windsor, Delaware’s Secretary of State, has extensive
experience in the public sector, having served as the Director of State
Personnel in Governor Tom Carper’s cabinet from 1993 to 2001.
Last year, Governor Carper awarded Dr. Windsor the Order of the
First State, the highest honor a governor can bestow on a citizen for
meritorious service on behalf of the citizens of Delaware. In 1997 she
became a member of the Delaware Hall of Fame in recognition for her
contribution and leadership in Delaware. Secretary
Windsor has held various teaching and academic positions as well, as the
Dean of Instruction and Chairperson of the Department of English at
Delaware Technical and Community College, Owens Campus, and as an
English teacher at Seaford Senior High School. Dr.
Windsor is married and has a son and a daughter. John
D. WIK is the Director of the Delaware Economic Development Office (DEDO),
where he promotes and develops business and economic opportunities for
the State of Delaware, utilizing his 28 years experience working in the
state’s business community. In 1984, he founded WIK Associates, Inc.
of New Castle, Del., a full-service environmental consulting,
construction, and remediation firm that services corporate and
governmental clients throughout the northeast corridor. He served as its
president until joining DEDO in 2001. Prior to WIK Associates,
Inc., Mr. Wik served as a scientist in the Nuclear Physics Department of
the Franklin Institute Research Center in Philadelphia, and in the
Nuclear Physics Section of the MITRE Corporation in Washington, D.C.
Mr.
Wik holds a master’s degree from the College of Marine Studies at the
University of Delaware and earned a bachelor’s degree in biology from
West Virginia University.
Director Wik resides in New Castle, Del. with his wife and
daughter. David
W. Singleton is Delaware’s Secretary of Finance, and acts as the chief
financial officer of the State.
He has served for more than 15 years in the financial services
industry, including 14 years as Managing Director of the JP Morgan
Guaranty Trust Company, and a Senior Vice President for MBNA.
Mr. Singleton also has a wealth of public sector experience,
having served as Chief Administrative Officer for the City of Wilmington
during both terms of Mayor William McLaughlin.
Mr. Singleton is married and is a father to twin daughters. Russell
T.
Larson
is the Controller General for the State of Delaware, and has worked in
the state controller’s office since 1978. The Office of
Controller General is considered the fiscal oversight arm of the
Delaware General Assembly. As such, the office not only prepares
the State’s fiscal legislation but also serves several committees on
behalf of the legislative branch. Prior to his appointment in
Delaware, Mr. Larson was employed by the Joint Legislative Audit and
Review Commission in Virginia. Mr. Larson has also served as the
Staff Chair for the National Conference of State Legislatures from
1996-1997. Mr.
Larson is a graduate of Pennsylvania State University with a
bachelor’s degree in Political Science and Latin American Studies and
a Masters Degree in Public Administration.
Mr. Larson is married and has two children. Michael
A. Begatto is the Executive Director for Council 81 of the American
Federation State County and Municipal Employees (AFSCME) and Local 459,
and has held this position for the past 12 years protecting the rights
of Delaware’s working men and women. For the past 3 years, he
has also served as President of State Federation of Delaware’s
American Federation of Labor – Congress of Industrial Organization
(AFL-CIO). He joined the union as an hourly employee in 1979 as a
Shop Steward, and since then has taken various leadership positions in
the union. Mr.
Begatto is married and is a father to three sons. In
addition to the new appointees, the DSPC Board of Directors includes Mr.
Richard H. Derrickson, President of Atlantic Management, Mr. J. Brian
Murphy of Murphy & Associates, Mr. Leonard Quill, Captain H. Hickman
Rowland, Jr., President of Wilmington Tug, Inc., and Mr. Douglas B.
Catts, Attorney for Schmittinger and Rodriguez, P.A. “I am confident that with the great combination of talent each member of our board brings to the Diamond State Port Corporation, the Port of Wilmington will be able to achieve new goals and further develop Delaware as a leading East Coast gateway for international trade”, says Secretary Hayward III. |
