Diamond State Port Corporation Welcomes 
a New Board Member, a New Director of Human Resources 
and a New Senior Port Engineer

 

Wilmington, DEThe Diamond State Port Corporation (DSPC) is pleased to announce the addition of a new board member and the hiring of a new Director of Human Resources and a new Senior Port Engineer. 

Governor Ruth Ann Minner has appointed Gerard Esposito, as Sussex County’s representative on the Diamond State Port Corporation’s Board of Directors. Esposito becomes the eleventh member of the board. His appointment was confirmed by Delaware’s Senate on Thursday, March 18, 2004.    

As the President of Tidewater Utilities, Inc., Esposito brings the DSPC a wealth of knowledge and experience in management and operations. He is responsible for 

all aspects of managing Delaware’s third largest public water supply company which provides water service to approximately 23,000 customers throughout Delaware. Tidewater is a subsidiary of New Jersey’s Middlesex Water Company, a 108 year-old utility serving residential, commercial, and industrial customers in north-central New Jersey.

As DSPC’s member of the Board, Esposito will seek to develop exports of Delaware’s agriculture products through the Port of Wilmington, and to enhance trade that will benefit all Delawareans. 

 

Diamond State Port Corporation welcomed Sylvia Floyd-Kennard as its new Director of Human Resources in March. Sylvia's responsibilities at the Port of Wilmington include employee benefits, safety and training, payroll, security and labor relations. She holds a B.A. in Business Administration and in Psychology from Wilberforce University, Ohio, and a M.A. in Education from the University of Akron, Ohio.

Sylvia is a member of several professional organizations, including the American 

Management Association, the National Association of Female Executives, the Society for Human Resources Managers, and the International Personnel Management Association. Prior to joining DSPC's staff, she was employed by the Port of Baltimore for eight years as its Manager of Human Resources.
In October, Randall M. Horne, P.E., joined DSPC as its new Senior Port Engineer. Working in the Engineering, Maintenance and Development department, Randy is responsible for all structural maintenance of existing buildings, capital projects and facility improvements, including the implementation of security-related construction enhancements, at the Port of Wilmington. He earned his B.S. in civil engineering from the  University of Delaware and a M.S. in civil engineering from Drexel

University, Philadelphia. Before DSPC, Randy was with Duffield Associates for 18 years. As part owner of that firm, he served as senior structural engineer and department head, overseeing all structural work, from marketing proposals to project execution.
