Gov. Minner Reappoints Captain
H. Hickman (Hick) Rowland, Jr. as DSPC Board Member

Wilmington, Del. - Governor Ruth Ann Minner has reappointed Captain H. Hickman Rowland, Jr. a Director of the Diamond State Port Corp. (DSPC) Board on May 10.  Captain Rowland has served as a director since the DSPC’s inception in August 1995.
 

He is President of Wilmington Tug, Inc., based at the Port of Wilmington, Delaware, President of Delaware Bay Launch Service, Inc., and a partner and Treasurer of Marine Lubricants, Inc.

Rowland is a Board Member and past President of the Port of Wilmington Maritime Society (POWMS), a Board Member of the Maritime Exchange for the Delaware River and Bay, and

Secretary of the Mariner’s Advisory Committee. He was the co-founder of the Seamen’s Center of Wilmington and its current President, and in 1999, he received the POWMS’s John J. Babiarz Maritime Award in recognition of his commitment to the Port and its continued development as a world class maritime facility.
