Diamond State Port Corporation Welcomes 
Two New Board Members

Wilmington, DE - Governor Ruth Ann Minner has appointed two new members to the Diamond State Port Corporation’s (DSPC) Board of Directors - Senator Robert L. Venables, Sr. (D 21 – Laurel Legislative District), and Representative Roger P. Roy (R 20 - Limestone Hill Legislative District). They become the twelfth and thirteenth members of the board. Their appointments were confirmed by Delaware’s Senate on July 1.

Senator Venables and Representative Roy co-chair the State of Delaware’s Bond Bill Committee and during their tenure have been part of the team responsible for the acquisition of the Port of Wilmington by the State of Delaware, and for the establishment of the DSPC in 1996. In the past 8 years, the Bond Bill Committee has appropriated more than $105 million towards capital projects at the Port, which have enabled the Port to emerge as a regional economic engine generating more than $182 in tax revenue and was responsible for more than 5,800 good paying jobs.

Senator Venables has served in the State Senate since 1988. In addition to chairing the Bond Bill Committee, he chairs the Senate Small Business Committee and is a member of the following committees: Agriculture, Community and County Affairs, Energy and Transit, and Natural Resources and Environmental Control.

involvement in private sector enterprise. Senator Venables is married and resides in Laurel, Delaware.

Representative Roy has been a state representative since 1976. He concentrates his legislative efforts in the areas of technology, transportation and infrastructure finance.  He has chaired the House Transportation Committee, the National Conference of State Legislators (NCSL’s) Transportation Committee, and the Eastern Region of the Council of State Governments (CSG). He is now a member of the Capital Infrastructure, and Telecommunications Internet & Technology committees.

Representative Roy has been the Executive Director of the Transportation Management Association of Delaware (TMA Delaware) since 1992, and has been instrumental in creating alternative transportation solutions for Delaware commuters including Ride Share Delaware, Home Free, Night Owl Shuttle, Expresso Express, and Red Dart.

Representative Roy retired as budget director of the information services department of E. I. DuPont de Nemours in 1992. He is married and resides in Wilmington, Delaware.

Their membership on the Board will deepen their understanding of our expansion needs, the accompanying requirement for capital, and the significant economic engine multiplier effect of Bond Bill dollars invested at the Port”, explained Gene Bailey, DSPC Executive Director.
