Eugene R. Bailey is DSPC’s New  Executive Director

Wilmington, DE - The Board of the Diamond State Port Corporation (DSPC) has selected Eugene R. Bailey as the new Executive Director of the Port of Wilmington.  Bailey is currently the Deputy Executive Director for Sales, Marketing and Operations of the Maryland Port Administration, which runs the Port of Baltimore, a major competitor of Wilmington for automobile and other cargoes destined for east coast terminals.

Bailey will bring to Wilmington more than 30 years of experience as a manager in nearly every aspect of the maritime industry. Bailey was chosen after a six-month nationwide search by the DSPC board. 

“All of Delaware can be proud of this appointment,” said Governor Ruth Ann Minner, who selects a number of the DSPC board members. “The Port of Wilmington is one of the most significant contributors to our state’s economy, and recruiting someone with Gene Bailey’s experience and abilities is good for the port and for Delaware.”

Bailey, who has spent the majority of his career in the Baltimore area, is currently responsible for day-to-day activities in one of the east coast’s largest ports. He is a board member of the North Atlantic Ports Association and a member of the Operations Committee of the American Association of Port Administrators. He has been an instrumental leader in helping Baltimore double its cargo tonnage, and has led Baltimore’s team on a multi-disciplined Private-Port Sector Economic Development Committee.

“I am honored to be chosen for this position and look forward to the challenges we will face at the Port of Wilmington,” Bailey said. “It is a challenge to keep a port moving forward and we must constantly review and improve our customer service while seizing every opportunity to grow.” 

Bailey began his career on the stevedoring side of the shipping, as business manager within several stevedoring firms before moving to the Maryland Port Administration, where he became the Deputy Executive Director for Operations, Sales and Marketing. Bailey is married and has two daughters.

Bailey and his family have a vacation home in Fenwick Island. They plan to move to Delaware from their current home in Reisterstown, Md., and he will assume full-time leadership at the Port in about three weeks. In the interim, the DSPC Board has named Thomas R. Keefer, Director of Marketing and Trade Development for the Port of Wilmington, as Acting Executive Director. Bailey replaces Adam McBride who resigned last fall to pursue other interests.

Founded in 1923, the Port of Wilmington is an important asset for the local and regional economy, generating more than 5,800 jobs and contributing over $18 million in annual tax revenues to State and local government.  The Port is owned and operated by the Diamond State Port Corporation, a corporation of the State of Delaware.
